A canine can attempt to recruit another canine. If the recruiter’s AW score is larger than the other canine’s contentment score, they will be recruited. Otherwise, it will fail.

Clarification #2: If a player recruits someone who is recruiting someone else, whoever has the higher AW score will take precedence in recruiting in the action order. The other player's recruitment will fail, since they have been recruited into another pack. The same goes for multiple people recruiting the same person, fwiw. The higher AW will always dominate in such cases. If the AW score is equal, then it'll be randomized [edge case].
