It's dependent on your hunger, health, and as long as you are alone, the amount of phases alone & your LW score. So if those decrease (i.e. you lose hunger, health, you get recruited, you lower your LW score), then that would also decrease your contentment score. If you're in a pack with others, then it's based on hunger, health, amount of people in the pack, amount of phases in the pack, and your LW score (here: the lower the better). So not necessarily.

Okay so Health and hunger are above cap I’m still alone So even if I don’t do anything (either rest or east)… I won’t get my contentment score up?

If you don't do anything, you automatically rest. Also not that each phase you lose -1 hunger by default. But if you just stay and rest, then yes, it would still go up. Unless you are recruited, of course.
