Basically "On the block" means the player is about to be executed unless there's an execution that brings more votes to beat or tie the execution

Like if there was 10 players, at least 5 would be needed to be put on the block. Let's say Person A gets 6 votes against them, they are now on the block. Then Person B gets 7 votes and Person A is off the block while Person B on the block now. If Person C on the block, Them getting 6 or less votes still puts Person B on the block, Them getting 7 means neither Person B or Person C is on the block, Them getting 8 means puts Person C on the block and takes Person B off the block
