Town is fine, wolves are not.
When I'm wolf one of the first thing I do is try to look for what the team can claim. In this there's 7 pack members so we'll need 7 claims.
The immediately obvious and free claims are: Journalist, Assistant, Citizen (3)
An absolute must-have with this setup is also Huntsman (4)
And from here on it gets though.
Remaining possibilities are:
Fletcher, Assassin, Citizen2, Town Crier, Priest, Stalker, Juror x2, Chef, Cupid
Fletcher and Chef are confirmable so they're out. Citizen2 is a bad claim as it's likely taken by Flock Team and/or Tanner. Stalker while in the future hopefully a claimable role was likely not to be taken and in fact this game showed that the role is still a bit too confirmable.
Now we're down to:
Assassin, Town Crier, Priest, Juror x2, Cupid
This leaves us 3 groups and 2 killing roles. Killing roles are claims best left to roles that may get attacked by their ctc such as Scared Wolf, Wolf Cub or even Pack Tanner. In this game there's only one such role. As we're already desperate we'll go for Priest on the Wolf Cub and keep Assassin in mind (5). Since Priest has a higher chance of not killing than Assassin it's usually the safer claim.
Now we need another 2 claims out of:
Assassin, Town Crier, Juror, Cupid
This means we must already claim 1 group minimum and any group claim is risky and we have no roles optimal for risk taking left. However the wolves can take the more risky claims. Claiming Juror is an almost guaranteed death, so having 2 wolves claim Juror is pretty much out. Having a single wolf claim Juror with their partner dead may work, but it's very risky. At least it wouldn't implicate another wolf then.
Claiming Town Crier is doable, but it does implicate two wolves. It's the option I'd go for, I think.
Cupid is similiarly doable, but it still implicates two wolves and may make people more likely to think that it's two wolves faking it.
Assassin is the only other option, TK fake claims rarely survive until the end and we don't even have a role that is good too sacrifice.
Maybe we can bring back Citizen2? But is that any better? It's already bound to be an over claimed role and ultimately not much better than the other options. (I believe this is what the wolves went for this game and is probably the easiest but worst option)
All this of course assumes the wolves are playing well, otherwise some of the choices won't ever happen in favor of everyone just picking the easiest role they can think off.
When it's already a struggle to find claims when playing "optimal" it won't be any easier in actual play, and you shouldn't forget that any role the wolves dont claim confirms the singular claim from townsfolk.
In an already high-power town, low-power wolf setting this just makes the wolves yet another TI. Any "TI check" done by the wolves this way is much more useful to town than their own TI checks, since their checks may be affected by disguises initially.
And all of this isn't even enough. With an already impossible task before them, the wolves have yet another thing against them. There's a traitor in the pack.
But wait, is it just one traitor? The wolves can't even know. After all the odds are almost 1/3 that they have a second traitor (Lupine Cupid).
But that's still not all. To make matters worse there's a super high amount of protection in this game. Of course, protection also protects the wolves, but it favors town more. If they elect a herded person (or an elected person is herded) they can keep elected positions that they wouldn't otherwise be able to keep.
To sum it up, the wolves pretty much had everything against them even if they had played optimally (sounds like they didn't at all, but I paid almost no atttention to the game)
Overall I'm completely roasting the role list, but I also suck at making them myself, so idk if I could have done any better. It happens.
Generally I'd try to have one claimable role for each wolfpack member minimum.
