Yeah... Shes insistent on Time being scum, but she forgot that Luffy couldve been scum. Surely Astra should know better? I think that if Time was somehow trusted by Astra as a citizen claim, then Luffy must've been another basic claim?
More likely than not Luffy was another cit claim or a runner claim, logically.
