I don't trust Sharl, Demon could easily be disguised as Cit and there's also a Sneaking Wolf.

Statistically speaking Sharl is more likely to be Citizen than anything else, but there's still like 25%+ that he isn't.

On the other hand Sharl doesn't usually trust anyone who doesn't claim to them quickly when they're running for Mayor.
