Is it entirely unreasonable? No. But I really don't like it at all.
If Leila ends up being wolf then, it's much easier to tell who the wolves are based off this mayor vote.

Disguised Fox | Werewolf Power Basics Each day, the Disguised Fox may select a disguise, and the disguise will be announced to the Wolfpack. Once per game, the Disguised Fox may alternatively join the wolfpack as a regular wolf. Details Each day, the Disguised Fox may either select a disguise or choose to join the wolfpack. If the Disguised Fox does not select a disguise, they will be disguised as a citizen. The Disguised Fox's disguise is a strong disguise. The Hosts inform the wolfpack at the start of each night that a Disguised Fox has chosen a disguise and what the disguise is. The Disguised Fox's disguise wears off at the end of each night. The Disguised Fox and wolfpack do not know each other's identities, as the Disguised Fox is not a lycan, nor a member of the wolfpack. If the Disguised Fox chooses to join the wolfpack, they may not select a disguise for that night, and will lose their power as they will become a regular wolf. Joining the wolfpack and selecting a disguise are immediate abilities.

But i feel like the despot voters were anti town still, why did nobody say that they're voting her because they think shes a despot?
Instead they went like "because i believe in Leila's herald claim"
Maybe they want to rally as much town as possible to vote her so their votes will be void the next day hepi

It's weird, if Leila just outright claimed Despot, I wouldn't think anything of it.
The flip side to that though is that a lot of Leila's votes are void. The only town in your theory who loses votes is bandwagoners which honestly isn't a huge deal to lose

do you think the active wagoners such as vera, orctin, dennis, void etc are malicious? they werent wagoning, they were actively considering their choices between two candidates
but still went for leila
